Categorize All Imported Merchandize with Harmonized Tariff System
The Harmonized Tariff Schedule of United States is basically used to determine the duty rate and classification of an import into the US.Certain items are explicitly stated in the tariff. This includes frozen waffles that falls under HTSUS Subheading 1905.32.0029. Certain imported frozen sweets are described under Customs Ruling HQ H023498 (3/9/09). The classification in Harmonized Tariff Schedule of United States is being done according to the General Rules of Interpretation (GRIs). This rule provides the classification of the goods according to the terms of headings of tariff schedule.
The Harmonized Tariff system is also known as the Harmonized Commodity Description and Coding System of Tariff Nomenclature. This is the international nomenclature which is defined by the World Custom Organization especially for classifying products. It requires the participation of the countries in order to categorize the traded goods for custom purposes. On an international level, the Harmonized Tariff system is a six digit code system.
It comprises of nearly 5,000 product description appearing as headings and subheadings altogether arranged in 96 chapters and grouped under 21 sections. Out of six digits, the first two digits comprise of the chapter in which the good is categorized. The first four digits identify the headings. The complete six digits identify the sub heading. This harmonized system which was formally known to be the harmonized commodity description and coding system is especially designed to facilitate the collection of trade statistics and at the same time assist the collection if tariff and custom duties. Without the universal standard, it was really hard to impossible to categorize correctly all the merchandise in order to collect tariffs, as well as custom duties and most importantly for reporting purposes. Hence, the main objective lies in resolving the problem by describing entire products through a standardized six digit harmonized system code, which is classified according to heading, chapter and subheading.
