Check with the property owner if the designer was easy to work with or not. You can also easily know the duration of project was on time or they take more times for completion. Also ask them if the designer stayed within budget. If the answer is not then you try to find out the reason behind that. At least take an interview of three Commercial Designers to select one among them. It helps you to judge the personality, working experience in the similar field and how you can match with the designer because this is more important to be comfortable with the person you will work together for coming days.
